The updated remuneration system improves the economic viability of biomass electricity for the period 2026-2031

The regulation revises the reference prices of the electricity market, the technological coefficients and the values of remuneration for investment and operation, with a direct impact on bioenergy, a technology whose costs depend significantly on fuel.

In the case of solid biomass, the update more realistically adjusts regulated revenues to industrial operating costs, linked to the procurement of forestry, agricultural and industrial by-products, as well as the continuous thermal operation of the plants.

Spain's solid biomass capacity currently exceeds 1,180 MW, within a broader bioenergy technology sector totaling approximately 2.2 GW of electricity. Annual production is around 2.5-2.7 TWh, providing firm and programmable renewable energy to the electrical grid.

The greater regulatory stability introduced for the new period until 2031 improves the economic predictability of the facilities, facilitates financial planning and reinforces the viability of a generation fleet in a mature phase, with investment needs in efficiency and modernization.

For Javier Díaz, president of AVEBIOM, the order “It introduces an essential element of stability for a technology that operates 24 hours a day and whose viability depends on covering real costs of fuel, logistics and industrial operation.”.

Díaz emphasizes that “Biomass electricity does not only compete on price in the wholesale market; it provides manageable power, grid stability, and economic activity in rural areas. Having a remuneration framework that adequately reflects this reality is fundamental to maintaining the existing infrastructure and facilitating its modernization.”.

The president of AVEBIOM adds that “The regulatory signal is especially relevant at a time when the electricity system needs firm renewable technologies to complement intermittent generation. Biomass can play that role as long as the economic framework is consistent with its structural costs.”.

Although the order does not introduce specific incentives for new power, it does establish a more stable economic environment to maintain the operation of existing facilities and encourage investments in performance improvement.
