The Government approved in December of last year the Royal Decree 1151/2025, which updates the Carbon Fund for a Sustainable Economy. The Fund shifts its focus from primarily purchasing carbon credits to offset emissions to becoming a financial instrument to support projects that reduce emissions at source and increase carbon sinks, moving towards an approach carbon negative.
The new framework expands the range of actions that can receive support. These include: emission reduction projects using innovative technologies, initiatives that increase carbon sinks, both natural and technological, and the Promoting high-impact solutions for industrial and energy decarbonization.
This opens up new opportunities for the value chains based on biomass and solutions such as biochar, which combine emissions reduction, carbon capture and generation of economic and territorial value.
Biomass and biochar as solutions“carbon negative”
The royal decree supports projects that contribute measurably to increasing carbon sinks, which places the biochar as a solution with great potential within the new FES-CO₂ framework.
Biochar is a vegetable charcoal obtained from biomass through pyrolysis., capable of to store carbon stably for decades or centuries. Therefore, it is considered a very solid option for generating verifiable carbon absorptions.
In addition to fixing carbon in a lasting way, Biochar provides agronomic value when used as soil amendment, It improves its structure, water and nutrient retention, thus promoting biological activity. It can also be incorporated into... construction materials and industrial products, which allows carbon to be stored in long-life applications.
Sectors such as the valorization of forestry and agricultural waste, agriculture, construction or certain industrial applications can benefit from this approach, provided that the projects rigorously demonstrate the capture, retention and verification of the associated CO₂.
The FES-CO2, aligned with energy policies and the bioeconomy
The new FES-CO₂ framework aligns with the priorities of Integrated National Energy and Climate Plan 2023-2030 and with the European package Objective 55, which promotes the reduction of net emissions and the development of carbon capture solutions.
He The decree came into effect on January 8, 2026, However, support for specific projects will be activated as the Ministry for Ecological Transition approves the corresponding budget allocation and publish the specific calls or procedures. It will be at that moment that companies and entities can submit projects and effectively access FES-CO₂ financing or support mechanisms.
AVEBIOM It has WEATHER CHANNEL, an initiative designed to support companies and entities in accessing climate finance, carbon markets and decarbonization projects. «"We are ready to support our partners as soon as the first FES-CO₂ calls for proposals are published.", helping them to identify opportunities and fit projects linked to biomass, biochar and other climate solutions within this new framework.".
