SURE opens the deadline for declaring the quantities of certified sustainable biomass in 2025

This declaration is part of the normal operation of the system and allows companies to demonstrate in a harmonised manner compliance with the sustainability requirements established in the RED III Directive.

On Wednesday, March 4th, starting at 12:00 PM via Teams, we are organizing a free session of approximately one hour in duration for Spanish users of the SURE scheme to explain the declaration procedure.

Deadline for submission: March 31, 2026

The amounts must be reported before March 31, 2026 through the SURE platform, in the option “Quantity reports”.

The declared information is used for:

  • Calculate the annual participation fee in the SURE system in 2026.
  • Report the quantities of biomass used sustainably during the year prior to the European Commission.

Who must declare and what amounts?

According to official SURE documentation:

  • All participants in the SURE system must submit a report corresponding to the reference year 2025.
  • Only those that can be declared sustainable amounts covered by a certificate valid in 2025.
  • If sustainable biomass has not been marketed or used, a “zero” report”.
  • The quantities must be consistent with the mass balance, since they will be subject to verification in audit.

Depending on the type of operator:

  • Producers of electricity or heat They must declare the quantities of biomass fuel used.
  • First collection points and biomass managers They must also declare the quantities of biomass received.
  • In the case of biogas or biomethane, it is declared the amount of biomethane produced or used, not the substrates used.
