This endorsement guarantees that companies certified with SURE can continue to rely on the scheme to demonstrate regulatory compliance in terms of sustainability and emissions reduction, thereby strengthening their operations in an increasingly regulated and demanding environment for bioenergy.
Changes in the NETWORK III that affect bioenergy
The entry into force of RED III introduces significant changes that directly affect the bioenergy sector. Among the most relevant are:
- Requirement to demonstrate a minimum reduction of emissions from the 70%–80% of greenhouse gases in biomass and biogas installations prior to 2021.
- New criteria for the use of forest biomass, excluding protected or sensitive areas (“no-go” zones) and the obligation to submit declarations of guarantee of compliance.
- Changes in requirements of traceability and verification of emissions throughout the supply chain, with greater responsibility for economic operators.
- Extension of restrictions on the cultivation of agricultural biomass, including the protection of ecosystems and the conservation of biodiversity.
- For plants between 7.5 MW and 20 MW, the obligation to demonstrate compliance with sustainability and emissions saving criteria is introduced, if so established by national legislation.
From the May 21, 2025, Companies will need to review their procedures and documentation to adapt to the new requirements. SURE has already updated its system documentation, which can be found available on their website (currently in English, and soon in Spanish), and recommends that economic operators familiarize themselves with the changes as soon as possible and consult their sector associations or national support entities.
