This recognition has immediate and very positive effects for companies certified with SURE because simplifies the procedures auditing, by being able to directly use this document as proof of low risk without needing to prepare their own assessment.
Furthermore, it reduces the administrative burden and costs by eliminating duplication in sustainability verification, and allows the inclusion of uncertified forest owners, provided they submit a self-declaration of compliance, thus facilitating access to local raw materials.
The report was prepared by the consulting firm Tec Novalu Sur, specializing in forestry and bioenergy certification and a member of AVEBIOM, under the direction of Gregorio Crespo, a forestry engineer and auditor with more than 30 years of experience.

The document was subject to public consultation and reviewed by the SURE Secretariat, incorporating all comments received from companies, auditors, and sector entities. Its conclusions, aligned with Directive (EU) 2023/2413 (RED III), confirm that the legal framework and Spanish forest management are sufficient to guarantee the sustainability and traceability of the biomass.
With this approval, SURE offers companies an official tool that facilitates compliance with sustainability criteria, providing legal certainty, efficiency and simplification in the certification of forest biomass in Spain.
SURE (Sustainable Resources Verification Scheme) It is a voluntary system recognized by the European Commission to verify compliance with the sustainability criteria and greenhouse gas emission reductions established in Directive (EU) 2018/2001 (RED II) and Directive (EU) 2023/2413 (RED III).
The scheme guarantees the complete traceability of biomass and biofuels used for energy generation, from their origin to final consumption.
In Spain, AVEBIOM acts as a national support entity, offering information, training and technical support to companies and operators who wish to obtain or maintain SURE certification.
