192 representantes municipales de 7 comunidades autónomas convocados a la jornada se dieron cita el 17 de abril de 2013 en el Palacio de Congresos y Exposiciones de León.

Se celebró de forma paralela a la conferencia final del proyecto europeo BIO-EN-AREA, en el que seis regiones europeas compartieron sus experiencias en el desarrollo de las políticas bioenergéticas territoriales. El proyecto promueve el aprovechamiento de los recursos endógenos, la generación de empleo y el cumplimiento de los compromisos por el clima.

Además de las presentaciones, el programa incluía dos visitas técnicas, una a la red de calor del complejo de ASPRONA en Quintana de Raneros (León), y la otra a la sala de calderas de una comunidad de vecinos de la calle Juan Madrazo de León, gestionada por ERBI, S.L. También se contó una exposición de 15 empresas ESES, ingenierías y suministradores de equipos de biomasa.

Fue una jornada en la alcaldes, técnicos y miembros de las corporaciones municipales tienen la oportunidad de adquirir conocimientos, compartir experiencias y recibir asesoramiento sobre el uso de la biomasa para la generación de energía.
